This is a key word in this IDEA timeline exception. Repeatedly means there have been multiple circumstances (may be defined by the state) in which a parent has failed to produce or refused to produce their child for testing. This exception would not apply in isolated, one-off instances.

A full and individual assessment, or evaluation, conducted by a school district to determine if a child has a disability and whether they qualify for special education and related services.
